“I-TEAM: Windcrest Mayor Defends His Ties to City’s Public Works Director”

This four-month investigation exposed a clear case of political favoritism shown by Windcrest Mayor Alan Baxter. Tom Garcia beat out 14 other candidates to become the public works director for the city of Windcrest, northeast of San Antonio, despite having no experience in public administration. Our investigation revealed Garcia is business partners and friends with Baxter. We examined the list of candidates Garcia beat out, and discovered a majority of candidates had several years of experience in public works or city government. In the weeks following our story, Baxter came under fire from his opponents in the GOP campaign for Bexar County Commissioner and other media outlets. Baxter publicly acknowledged how devastating the story was during a memorable appearance on “Texas Week with Rick Casey”. When Baxter lost in a run-off in late May, the San Antonio Express News stated the story was a major reason why he had been defeated.
