This story shows the ripple effects of one decision. In this case, that decision was made by a public servant. We learned a DPS trooper told an unlicensed driver to get behind the wheel during a traffic stop in March of 2012. That driver later hit and kill a Marine who was running on the side of Highway 100 in Cameron County. DPS would not comment on the original story because of pending litigation. We followed the developments in court and were there when the DPS trooper took the stand in November of 2013. He confirmed the details uncovered in our report five months earlier. We used his testimony to follow up on a story that raised a lot of questions.
